Approvals are the project. A statement passing through legal, human resources and two executives generates versions, comments and reversals, and without a record nobody can say which wording was signed off or by whom.
The published version must be findable. When a phrase is questioned months later, the exact approved text with its date ends the discussion in two minutes; a folder of near-identical drafts prolongs it for a week.
Confidentiality starts early. Redundancy plans and merger announcements exist in draft weeks before anyone is told, so access has to be limited deliberately rather than by everybody being sensible.
Scope leaks in fifteen-minute pieces. A rewritten paragraph here and an urgent call there consumes a retainer without appearing on any plan, and an agency that never records it renews at a loss.
